On May 30 in Xi’an, Shaanxi Province, urban management officers (chengguan) attempted to confiscate a street vendor’s liangpi (cold noodle) cart. However, the vendor discovered that the officers had been drinking and did not have law enforcement credentials. The previously aggressive officers immediately returned the cart and tried to flee the scene, but were stopped by the vendor.
