On September 5 in Xianyang, Shaanxi, dozens of homebuyers from Sunac Chenguang No. 1, a housing development left unfinished for years, gathered on the road outside the Xianyang municipal government and chanted slogans demanding that the developer deliver their homes.
The buyers have staged numerous protests in the past, and police have violently suppressed nearly every one, beating and detaining participants. The sustained crackdown has driven down the number of people willing to take part year after year: protests that once drew close to a thousand now number only a few dozen who are still holding on.
