Real-Name Testimony: Abuse and Torture by Officers at Fushun No. 1 Prison, Liaoning Province

Liu Xijie, a native of Bozhou, Anhui Province, recently contacted us via email to expose the abuse of inmates by police officers at Fushun No. 1 Prison in Liaoning Province. Liu stated that he was incarcerated in the prison from 2011 to 2024 and endured prolonged and severe mistreatment during that time.

According to Liu, around February 2022, more than 200 inmates were subjected to varying degrees of abuse. The methods included electric baton shocks, verbal humiliation, and physical beatings. Often, inmates were punished for trivial reasons—such as failing to answer in the prescribed manner, incorrect posture, or not folding their bedding neatly. Some prison guards reportedly took pleasure in inflicting pain: elderly prisoners were stomped on, batons were shoved into prisoners’ mouths, and some inmates lost control of their bowels due to electric shocks. In extreme cases, prisoners were tortured to death. Such incidents predominantly affected inmates from outside the local region.

Liu himself suffered severe abuse, leaving lasting physical scars. At one point, he even contemplated suicide but persevered thanks to the support of his family. After his release, he created accounts on Kuaishou and Douyin (Chinese social media platforms) to publicly share his experience and expose the atrocities he witnessed. He also made several attempts to protest in front of the prison, but these efforts yielded no results.

Liu named specific officers at Fushun No. 1 Prison whom he accused of repeated assaults, including Zhang Liqi, Liu Nan, Wu Nan, Gao Xiaobo, Shao Zhuang, Guo Minning, Ma Zhongchao, Wang Diankai, Zhao Guangyao, Gao Wei, and Sun Hailong.

He calls on the public and media to pay attention to this issue and seeks justice. Liu affirms that he takes full legal responsibility for the truthfulness of his statements and is willing to accept legal consequences should any part prove false.
