On September 7, multiple petitioners were detained by Beijing police at the Dongjiaominxiang Police Station in Dongcheng District, awaiting transfer to interceptors from their respective regions. Historically, Beijing police have rarely participated directly in the interception of petitioners. However, since the implementation of the “new petitioning regulations” this July—aimed at preventing petitioners from traveling to the capital—such incidents have occurred repeatedly.
